Due to the earthquakes centered in Kahramanmaraş on February 6, 2023, the applications submitted to the Council of Higher Education regarding the special student status of students receiving education as special students were discussed at the Higher Education Executive Board meeting held on 27.08.2025, and it was decided that, exclusively for the 2025–2026 academic year:

(a) In line with the decisions taken by university senates, all students of Adıyaman University, İskenderun Technical University, Hatay Mustafa Kemal University, İnönü University, Malatya Turgut Özal University, Kahramanmaraş İstiklal University, and Kahramanmaraş Sütçü İmam University, who will pursue distance and/or in-person education, shall be granted the right to enroll as special students in equivalent and overlapping courses offered by programs at other public universities for the 2025–2026 academic year, without being subject to the provisions on special students of the “Regulation on Transfers Between Associate and Undergraduate Degree Programs in Higher Education Institutions, Double Major, Minor, and Inter-Institutional Credit Transfer.”

(b) The special student procedures shall apply exclusively to the 2025–2026 academic year. Applications of students who wish to study as special students in public universities shall be given priority by the universities, considering the start date of the academic year, and the special student procedures must be finalized no later than before the formation period of programs and classes. No special student admissions shall be accepted afterward.

(c) For students whose university senates have decided to provide distance education and whose educational activities continue at another university, requests for special student status shall only be considered if there is a requirement for in-person attendance in certain terms/courses/exams, particularly for the “Teaching Practice” course, which must be taken face-to-face.

(ç)

  1. Students who are unable to attend the “Teaching Practice” course at their current universities may apply for special student status solely for this course.

  2. Universities may assign a responsible unit to coordinate the procedures of students in this situation, if deemed necessary.
